William Clifford Archer was born on March 30, 1876. He "was born in Noble County, where he attended country schools. At the age of eighteen he began teaching school while reading law. After editing newspapers in Caldwell, Hillsboro, and Athens, he became the first Secretary of the Ohio State Liability Board of awards. His efforts in establishing Ohio's workmen's compensation laws led to his being named deputy commissioner of the New York Workmen's Compensation Bureau, where he served for fifteen years. From 1929 until his death he was insurance consultant to numerous contractors. His family published privately a collection of his verse . . . ."
