Thomas Fischer "Thomas Fischer was born in Cincinnati in 1938. He was educated in the schools of that city and earned an A.B. in History at the University of Cincinnati. He studied Law at Loyola University, Chicago, and received his Juris Doctor degree from the Georgetown University Law Center, Washington, D.C.
