Karl W. Carter, Jr. Karl W. Carter, Jr. was born in New Orleans in 1944, moved with his family to Los Angeles when he was in third grade and resides and practices law in Washington, D.C. He is in private practice specializing in racial discrimination law. Carter attended Tennessee State University and began writing poetry while at Howard University where he obtained his law degree.
