Charles Henry Phelps Charles Henry Phelps was born in Stockton, California, January 1, 1853. He grew up in Sonoma county, and then in San Francisco. He attended the University of Califonria and Harvard Law School (1872-1874). He practiced law in San Francisco (1874-1880), and during this period became editor of the California. He moved to New York in 1882 where he practiced law. His poetry appeared in Harper's, Century, Atlantic, and Lippincott's.
