Frank Graham Swain "Frank G. Swain was born in Los Angeles, California, and has lived there most of his life. He attended the University of Wyoming. While there . . . he won a Rhodes Scholarship . . . . He was married in 1918 soon after he got his commission as an infantry officer in World War I. He practiced law in California for sixteen years and was then appointed Judge of the Superior Court, a position he has held since 1935."
